The issue "medical treatment is difficult and expensive" is a chronic of China, which has been building a harmonious socialist society facing, and it is a major problem of our government by the economic construction of single-type government in the transition process to the public service oriented government has been committed to solve. Harmonious society calls for a healthy health care system is necessary to ensure the high efficiency of the limited public health resources, but also to improve the level of social justice and the welfare of the whole people, which requires the government to effectively play a leading role, to provide security, effective, convenient and affordable medical and health services for the people, establish and improve the basic health system covering both urban and rural residents, to achieve universal access to basic health fair. The medical service as quasi-public products is a top priority in the supply of public goods in the local government. In the sight of a harmonious society, it requires local governments to redistribute measures to safeguard social fairness, to construct a reasonable health service system and strengthen public services, social functions of the management of local government to promote the inherent requirements of social harmony and sustainable development.Well-known American economist Martin Feldstein said:"without a country’s medical insurance system is perfect and can be used directly as an example to imitate". Therefore, on the rode of China’ health care reform, On the basis of learning from the experience of existing successful health care reform, Local governments should find a medical model for needs of region economic and social life development, So as to solve the problems in the current health care system effectively. However, in the health care reform, our government it just should be limited to seeking a kind of model? What kind of role should play by the government in the end?This article is formed by sorting out and studying academia theoretical results on health care reform at home and abroad, as well as studying the basic content of the system of local government public service functions and service-oriented government construction elements systematically, in-depth investigation and tracking the running and operating result of the ShenMu health care reform, furthermore, its theoretical analysis and empirical analysis. Finally, it summarizes and refines the basic ideas of the local government supply of public goods and countermeasures from the initiatives and experiences.The paper consists of five parts. The structure of the paper is as follows. Section1is an introduction. To begin with it discusses the thesis of the origin of the theoretical significance and practical significance. Next, a brief review of the theoretical results and practical research have been proposed at home and abroad, in addition, it elaborates the characteristics and innovations of this study.Section2gives the theoretical framework of the analysis. It defines the concepts and theories including the theory of public goods, human capital theory as well as harmonious social theory covered in this article, especially focused on the concept, connotation and functions of local public goods in China.Section3is the key part of the article, starting from the case studies. It devoted to summarizing and analyzing the various aspects of the research object, including the background, conditions as well as operating results of the medical reform, furthermore, making rational knowledge and thinking of the medical reform.Attributed to the individual to the general, the fourth part mainly analyzes the status of local government supply of public goods through case studies. On this basis, it puts forward the problems and gives some reasonable proposals and measures.Section5summarizes the results of this investigation. It gives a complete conclusion, in addition, raises the inadequacies of this article.
