Perfecting Local Governments' Decision-Making On A Perspective Of Harmonious Society

The harmonious society emphasizes on the people's full scale development, harmonious social relationship, and harmonious relationship between the human being and nature, order and steady. Constructing the harmonious society is not only the security of coordinating different benefit, harmonizing the environment, pushing the healthy development of economy, but also a urgent necessity to solve the social problem , reduce the social contradiction, maintain the social stability.The local government decision is always made by government such as the government of province,city,county etc when they deal with local administrative affairs according to their legislative right. As the basic administrative action of local public affairs and government itself, the local government decision is one of the key factors to implement the nation's policies, develop the local governments' activities and creation, push the local development, playing the leading role in constructing the socialism harmonious society. Without the government's scientific and reasonable decision, the social harmonious development is just in the air, and the government cannot realize his own function properly. Since open and reforming, our local government's decision realized its transformation and improvement in many aspects, the quality of the governments' decision is in line with the requirements of politics,economy,and social development increasable. However, many disadvantage of the traditional decision is still troubling our local government's decisions, having a negative effection on the construction of harmonious society. Hence, studying the local governments' optimized decision based on the construction of harmonious society has the greatest significance whether in theory or practice.This article concluded the developing tendency of our local governments' decision since the open and reform and the problems and shortcomings which appeared in the current local governments'decision, based on analyzing systemically the requirement to local governments'decision in the construction of harmonious society, explored the problems in the local decision, which had an impact on the construction of harmonious society. Finally aims at these problems, the article pointed out the important way on how to optimize the local governments' decision and advance the harmonious society.
