China is a country very rich labor resources, reform and opening up more andmore rural surplus labor force in the market economy mechanism into the labormarket, to bring China’s economic development on the basis of an adequate laborforce on labor also led to Problems of rational allocation of resources. Dispatch as amarket economy, a relatively new way of employment in China developed rapidly,which is the inevitable result of development of market economy, as a new type oflabor relations services to send not only in the enterprise employment system which,in the organs and institutions there are also used to make up the current systemdispatch shortage of personnel management, labor can be sent to promote flexibleemployment situation changes. Compared with the traditional labor relations, labordispatch no doubt has a natural advantage. Employers may send through the labor costsavings in personnel management, increase labor flexibility, browse the futureemployment of personnel; dispatch by labor dispatch business unit to expand businessopportunities and increase profits income; by sending personnel to increase by anotherdispatch channels of employment, to benefit its development and management;community, through the dispatch can ease the employment pressure, and promotehuman resources. Can be seen, the dispatch is to adapt to social needs, a newmulti-win-win labor relations, is of great research value. At the same time as theimperfections of China’s labor laws and regulations, some companies use the legalsystem working the floor to send the same through the labor of workers should be sentto pass the responsibility to reduce labor costs, so that the new Labor Contract Lawwere implemented send an unfair labor became synonymous with labor relations.After the implementation of the new labor law, although the labor provisions sent todo a detailed, but the development of labor dispatching rules should not play with theproduction, labor is still sent in a state of disordered development of the new laborcontract law, employment market, protecting the legal rights of workers to form agreat impact, not conducive to the establishment of a socialist harmonious laborrelations.
