China’s system of government employees is different from the current civil service system. As a positive step for introducing high-end professionals, it draws on the employment of the market mechanism, intending to make it as an effective means to improve the administrative efficiency of government at all levels, have gained effects in the reform of personnel system in some local government. Through market-oriented and contractual approach, government employees system is introduced to solve the bottleneck of the government attracting talent in the current civil service system, such as low pay, inflexible employment mechanism. To a certain extent, government employees system is a useful complement to the existing civil service system. However, due to government employees system, which is still in the pilot stage of exploration, there are some problems in the theoretical study and practical process. While the academic and the management have discussed about the content Definition of government employees system, social motives, operating mode, the pros and cons and other issues, there are also some controversy about the system. There are many problems existing in this system such as the understanding of connotation is not consistent, positioning is unclear, the lack of laws and regulations, designed out of line with the existing civil service law system, expected positive effects play a limited role, potential negative effects are likely to occur, the system itself and relative supporting reform lag and so on. On the basis of the existing research results, I make an attempt to deepen the understanding of the theory and analyze of the typical model, but also learn from the successful experiences of some developed countries and regions, so as to make some useful responses to it’s development and improvement, make an objective forecast of it’s prospects for development in China, build government employees system with Chinese characteristics, coordinate it with the civil service system for common development, promoting China’s personnel administrative system reform in the beneficial direction.
