Along with the market economy development, the human society entered the highly leveloped information age and the industrial age, the trend of economic globalization turned irdent. The system of government employees is inevitable result of the developing. It is iccompanied by the worldwide trend of new public management, which is a useful innovation n personnel management systems of government for enhancing the level of government idministration and public service efficiency and the growing and changing social snvironment. Following Jilin Province that is first to introduce and implement the system of government employee. A lot of cities started to try out the system of government employee, such as Qingdao, Wuhan, Nanchang, Guangzhou, Shenzhen, Zhuhai, Gradually, the modes of Jilin, Zhuhai and Shenzhen become the represents of the government employees styles. And then the styles has been developing in China as if springing up like mushrooms, Some people support, at the same time some people opposedThe system of government employees in China based on the New Public Management Theory and Human Resources Management Theory, and learn the successful experiences from Western Reinventing Government. This is in line with the reform of government administrative system and the basic value orientation of public service model innovation, is the inevitable choice to improve their own government ability after joining the World Trade Organization, it is the effective means to improve the coping ability and service efficiency of the government, for building service-oriented government, it must be taken in the government human resource management, guided by the scientific development concept that under the socialist market economic system, is also important manifestation to the government as the principal part in human resource competition. In China, government employee system must has the logical driving factors as a new kind of personnel management system is widely implemented. But the development time of government employee system in China is relatively short, meanwhile, domestic legal aspects related mechanism, economic and cultural, and political and history is not perfect. It is unavoidable that in the process of trial will encounter some problems and difficulties, the external and internal hidden trouble. These problems have brought negative impact to exploit the system’s advantages to the full and development.Any systems in the application and development process is plain, the government employee system also want to go through the same process, as long as it can meet the need of national reform,it is benefit to country developing.we should bold attempt, caution beg a certificate, where after we through keeping improving the relevant systems, exploit its advantages to the full and restraint drawbacks. As the special nature of government functions, the existence of the traditional civil service system are reasonable and irreplaceable, it is still the main body of government personnel management system. So the government employee system and civil service system should be effective combination and mutually reinforcing relationship, which together perform the functions of government personnel management, they play their respective advantages and complete tasks of the government human resource development and management efficiently.
