Study On County Governments Implementation Of The Central Polices Behavior

The central policy is China’s most authoritative public policy. It is the generic term of all the policies with the nature of allocation or restriction, which are made by the central government starting from the actual state of affairs of the global and according to the shortcomings of governments at all levels in social management. It aims to coordinate the development of economy and society.The make of the central policy reflects the good will of the central government to effectively manage the country, and whether or not can this willingness be achieved depends on the local governments’effective implementation of central policies. From the actual implementation of the central policies, we know that China’s local governments at province and municipality level can implement the central policies better and completely, while the governments at county level have more deviation when implementing the central policies. As China’s grass-roots government, county governments are the important part of the implementation of the central policies, and the deviation of the central policies directly affect the effects of the central policies implemented in the grass-roots society.In this paper, from the perspective of policy’s execution behavior, simple descriptive analysis of county governments on the central policy’s execution is made to analyze the reason for the phenomena of deviation when county governments implement the central policies, the phenomena mentioned are mainly reflected as follows:(1)selective implementation of the central policy, and choose the policies which can benefit them to implement,(2)distorted implementation of the central policy in process of interpretation, local governments attend to distort the central government intentionally or unintentionally,(3)nominal implementation of the central policy under the stress of the central government,(4)reversal implementation of the central policy, the local governments’implementation behavior appear to be in accordance with the central policy, while in fact, their purposes are contradictory to the content of the central policy.In this paper, we will find out the reason why county governments behave like these, and the reason for its path selection as well as the factors that affect the county governments’policy execution behavior. In order to make it clear, we’ll deal with it from four aspects, namely, the execution of the policy system, the asymmetric information between county governments and the central government, local interests and global interests, the social economic environment and natural environment for the implementation of the central policies. Then we propose a solution to improve the behavior of local government policy implementation from four aspects, that are, the improvement of the system proposed in the implementation of the policies, the improvement of the central policy’s effectiveness, the enhancement of the county governments’policy execution force and the optimization of the policy execution environment.
