At present, our country is in a transitional period of economy,politics and society. In order to comply with the world development situation, innovating inherent administrative enforcement mode and changing traditional administrative ideas, which are aimed to deal with the economic globalization and information globalization, are the inevitable choices in the development of market economy. To solve the problems and cope with the situation, we are supposed to realize the coordinated development of the three aspects, those are scientific outlook on development, harmonious society and a series of development strategies.Governments at all levels take social management and public service into consideration seriously, exerting themselves to build a service-oriented government to meet the people’s growing material and cultural needs. But up to now, we have not formed a system of government executive standard and policy enforcement mechanism, coupling with the unfinished government system construction, making governments at all levels have many problems in implementing the policies. Especially, the county class governments are the main bodies of management in our country’s local governments. On one hand, they enforced the policy main goal and the executive power of the government is directly related to the superior policy’s implementing efficiency. On another hand, their management activities are directly linked to the public production and life.In practice of the administrative actions of the government, the county class governments are often ineffective in implementating policies, such as the implementation of the policy not in place, executive deviation, execution interruption or presenting the phenomenon of "the inactivity, flexible execution""on have policy, a policy of" mechanical implementation, errors in performing"" wait and see"" do things carelessly". Those problems eventually lead the govement not to achieve the goal. Meanwhile this results in the emergence of the policy implementation not in place, social problems, the effectiveness of policy, the government’s reducing the execution resources and so on. Finally, it will have bad effects in the government and the society. The county class governments’problems of organizational execution remind people of paying more attention to the executive power of the government.On this basis, we should strengthen our county class governments’organizational executive ability, promote the public policy implementation and improve the efficiency of implementating task.The appearance of the phenomenon and its causes are complex. In addition, the influence and consequence are very serious. Those not only affect the governments’credibility, leading the government not attain the people’s trust, but also cause a series of problems. From my prospective, the inefficient executive capacity of government is to blame. A government of powerful implementation will take different measures, according to different execution environments and it will complete the task executions efficiently. For a government of weak executive power, its poor flexibility or the using of undeserved implementation of resource cause execution delay, time delay and poor implementation. Taking measures to improve governments’efficiency is significant. Firstly, the government should provide public management and public service effectively, aimed to serve the public better. Secondly, the government should improve effective management of the executive power. Last but not least, building a various government can’t be ignored, it is an important topic.In a word, this article tells a research on executive government. It explains the executive power of the county class governments, analyzes the current status of the implementation capacity in the county governments and the reason of inefficient implementation, discusses how to enhance the executive power in the government. Governmental executive ability being the key element in the work of the government, strengthening the government executive ability, exploring the path to improve the execution are the research purpose of this article.
