The family is an integral part of society; it is one of the fundamental social institutions, which has great importance for the individual’s personal life and for the development of society as a whole. A family unit is the unit which builds up a person’s personality, the unit of the mastery of social roles, painless adaptation of the child in society. Family is a unique system, which always has two main functions, such as population reproduction and socialization of new generations. Healthy, strong family is the pledge of stability and prosperity of any society. The family is the foundation of all social institutions, and, speaking about the development of a family, we mean the development of state and society in general. Thus, reflecting the importance of the institution, the state needs to pay attention to the family in order to strengthen its physical, spiritual, moral and social health.According to the census of2002, there are40.97million families in Russia. In today’s world, in an era of political, economic, social and cultural transformations in Russia, there is a fundamental change in the structure and functions of the family itself that causes the problems of national importance:low fertility and population decline, which lead to a demographic crisis in the country and threaten its sustainable development. In this regard, the state family policy is needed to support the family.The family policy focuses on four family functions:(a) family creation,(b) economic support,(c) childrearing, and (d) family care giving. A family perspective in policymaking acknowledges the important role that family considerations can play in a broad range of policy issues. A family perspective in policymaking analyzes the consequences of any policy, regardless of whether it is explicitly aimed at families, to determine its impact on family wellbeing.The task of family policy in Russia is to create conditions for a family to implement its social functions, associated with the care and upbringing of children, care of disabled parents, also as well as create an environment in which decisions about having children (not only the first but also the second and the third child) will be made more freely and responsibly.
