Since the modernized construction in China and the feminism and the profound influence of the equality between men and women, more and more women join the labor forces, become an important force in the social development and the workplace, traditional "men, work, and women housework" family roles gradually turned to the "double pay for men and women" model. The formation of the "double pay for men and women" mode is conducive to further avoid the risk of poor, however, this phenomenon continued need the support of many external forces to implement, such as family internal support, the realization of the market, the society or the state of family care help, etc. But when facing the change of family structure, market power rejection, or the role of government exits, the conflict between work and family responsibilities will become trouble for many couples. Especially women as natural selection object of fertility and traditional family care responsibility undertakers have to return to the family, as a "rational choice" between husband and wife in response to the "new social risk".At first, this paper summaries the existing research results and then defines the related concepts such as balance between work and family, family policy, etc. Then the author uses the level analytic method to deconstruct the weakening of family function resulted from the family structure change, market forces invaded, the exit of the government’s role. Analysis shows that government need to realize the importance and urgency formulate reasonable family policy. It will be of great significance for promoting equality between men and women, to avoid the child poverty, maintenance family and social harmony. In order to promote the construction of family policy according to China’s national conditions, this article also cited a common reference measurement method to measure the scores of the effect of the family policy of the typical OECD countries for reference. In the end, on the basis of the analysis of the results mentioned above, the article puts forward four suggestions:rationally using the experiences of western countries, to promote the balance of the flexibility and security work, build up the idea of development-oriented family policy, incorporating gender fair consciousness into the policy making mainstream.
