The Security For Consumption Safety In The Network Trade

The network trade is based on the web site.Through the media of the web site,the operators and consumers of the network trade make their contracts, reach their promises, pay and so on. The network trade broke through the limits of time and the spatial, it reduces the transaction cost and expands trading range. It brings business opportunities to network operator and provides a quick spending pattern to network consumers. However, due to the nature of virtual,not sure, and trading information asymmetry of the network trade,accompany with the convenience,more and more risks and complex threats emerge to the consumers of network trade. To guarantee the consumer spending security of the network trade, on March29,2012, a conference combinating by the Chinese Consumer Society, the supreme people’s court, the state administration of industry and some relevant government departments, was held in Beijing named "network consumer safety forum". On the meeting, the organizations of cosumers put forward to a lot of ways,such as strengthing the unconditional network trade credit system, to guratee the safety of the network consumers.This paper aims to strengthen the protection of consumer safety in the network trade. Full text is divided on the paper, at the first part, the author introduces the consumer spending in network trade and the particularities in guaranting the security of the consumers in network trade. Firstly,this part introduce the network trade and the particularity of spending safety of consumers. After analysising the laws of international,the United States, and Japan,the author introduces the regulations and their inspirations of China’s online trading.To defect the safety of network consumers, the network trade should be gutanteed not only before trading prevention,but also in trade and after the trade. The second part of the article mainly introduces the consumer spending security prevention mechanism of the network trade. This paper mainly discusses the industry and commerce administrative departments should pay more attention to strengthen the supervision and control to the network trade operators, and the network shoule pay more attention to bulit the market access for supervision mechanism; The network operator’s credit authentication mechanism should be established; The web also should bulit a warning mechanism. The third part of the article, the author introduces the rights of consumer in the network trade process. Including the rights to know, the first rights before payment, inspection, the rights of information security of consumers. The last part of the paper mainly discusses the relief mechanism for consumer spending safety after the network trade.This part suggest to bulit and operate a center of network complaint and establish a cart before the horse in the burden of persuasion.
