The communist party of China from1953to1954held the firstuniversal suffrage in the history of China. This paper centered on the firstuniversal suffrage movement of Shanghai for the research object.Based on raw materials of file and newspapers, the universal suffragecan be divided into the three stages chronologically: typical tentativestage, the important stage and pervasive stage, and the process ofShanghai general election detailed review and textual research.The paper is made up of preface, body (three chapters) andconclusion.The preface mainly reviews recent research scholars of the firstuniversal suffrage, put forward the research intention and the meaning,demonstrates the information source and research approach.The first chapter refers to the general situation of the first universalsuffrage, through the nationwide for a basic understanding, master thepolitical environment, and then explore the first universal suffragemovement spread of specific preparations, all levels of People’sRepresentative Conference in Shanghai; meanwhile organization wasestablished fully staffed; propaganda campaign decision of electivedistrict were carried out and population survey preparatory work.The second chapter is the emphasis of the paper, the author mainlyanalyzes the implementation of the first universal suffrage movementprocess. First, during the typical tentative stage, The communist party ofChina’s committee of Shanghai and metropolitan governmentselected six districts, through the universal suffrage concrete operation,and mastered the basic law of universal suffrage. Then, during theimportant tentative stage, through the experiences gained from theformer stage, sixty-five rural consultation, practice more system foruniversal suffrage in pervasive stage have the important role; Finally, during the pervasive stage, urban, suburb and water constituency inthe first two stages of experiences, and on the basis of the universalsuffrage successfully completed the first movement.The third chapter mainly discuss the first general election’s resultsand enlightenment of Shanghai, the author evaluated theachievements and the experiences of the first universal suffrage. Troughthe study, we can know that the first universal suffrage movement ofShanghai, which greatly increased the people of politicalconsciousness, and promote the democratic political construction hadan important step; At the same time, brought economic had a rapiddevelopment and social outlook had a significantly change. But due tothe influence of the political environment, universal suffrage in theprocess also existed shortages, need to cause enough attention.Studying on the relief of the first universal suffrage in Shanghai hasimportant theoretical and practical significance for the construction ofdemocracy in China and the improvement of the system of democraticelection.The conclusion mainly passes to review the investigation of the firstuniversal suffrage movement of Shanghai, and contact with the reality,learn from the experiences and the shortages, then recognize theseproblems is very important to democratic political construct of China intheory and practice.
