Research On Information Technology In Government Applicaiton

Information technology, especially the extensive use of network, has led to profound changesin the production and the way of life, and increasingly promoted the changes in the relationshipbetween productivity relations and the superstructure. In order to meet the needs of theinformation society, governments have actively advocated to improving governance with IT.However, if we simply combined the IT and traditional governance, one of the consequencesmay be curing the existing organizational structure and workflow, an obstacle to managementinnovation. How to achieve the governance innovation through application of IT andadministrative reform is a question faced by governments.This thesis briefly discussed the theory of governance and social characteristics of the IT. Onthe basis of them, we have discussed the application of information technology influenced ongovernance concepts, mode of governance, public participation, as well as governmenttransparency, in the perspective of improving governance. Next, we have discussed the statusquo of the governance improvement through the application of IT.Then we carried case analysis,found questions which existed, and have carried on the deep level reason analysis to thesequestions. Finally, we used the real diagnosis research to evaluate the typical cases in foreigngovernments and made a summary of experiences in applications of IT in foreign governmentgovernance. Combined with the actual situation of the application of IT to improve governancein China, we used the qualitative analysis to put forward the suggestions to develop Chinagovernment application of information technology.
