Study On The Theory And Practice Of Government Affairs Information Ecology System

As an important field in Information Management Science. Information Ecology Science (IES) studies the relationship between information ecology subject and its environment. IES adopts ecological theories and methodologies.lES serves the purpose of coordinating and harmonizing the relationship between information personnel and information environment, balancing information ecology system, and improving the efficiency of information ecology system.Government Affairs Information Ecology (GAIE) is an indispensable part of Information Ecology. Government activities are characterized by processing information. However, there are some problems concerning Government Affairs Information management. For example, government affair information are not made to public, information are no shared evenly, information are not valid, information are not used efficiently, information personnel is not harmonized with its environment.Information Ecology is a new subject, and there is not a complete theory system established yet. Therefore, more research is in need. GAIE is exploring both theoretical and practical problems by using similar research methods and borrowing ideas from Ecology, Information Ecology, Administration Management, Administration Ecology, and related subject. GAIE aims to find out the mechanism of domestic government affairs information ecology system, improve its construction, contribute to a harmonized relationship, make a better use of the information resources, and improve administrative work.This research is based on documentary study, system analysis and empirical study. It contributes to the formation of GAIE theory framework from different aspects. Empirical cases are studied to test GAIE system which will lead to further practice.Symbiosis of GAIE Factors and Its personnel:Government affair information personnel include information producer, conveyor, consumer, and monitor. Government affair information Environment comprised of GAIE factors such as information subject, technology, space and time, regulation, ethics. Personnel and GAIE factors.The Structure and Function of GAIE System:The structure of GAIE is the way of GAIE factors interacting and interrelating. The GAIE structure includes key factors structure, space and time structure, and information structure. The structure of GAIE decides its functions:information production, transmission, consuming, monitoring; provision of social norms, industrial information and coordination.Government Affairs Information Niche:It is the special place for the information personnel in the information activities. The research will explore the niche from three dimensions:space and time ecology niche, resource niche, function niche. The range of Government Affairs Information niche means the total information accessible to the information personnel, which are related to information activity object, resources, technology, demand, capacity, function and etc. Informational personnel’s niche will overlapped with each other where there is no enough resource. Government Affairs Information niche is formed through system management, motivational selection and competition. Government Affairs Information niche can be improved through Proper division of informational function, sharing of information, and strengthening information cooperation.Ecological Chain of Government Affairs Information Chain:It means the different personnel on the information transmission chain and their interdependence relation. The research will explore the key characteristics of the chain, its function, formation, type, length, and relationship between different information personnel in the chain.Ecological Balance of Government Affairs Information:It is the appropriate allocation of types and quantity of information personnel, the coordination of different information factors, and adaptation of personnel to environment, the stable and efficient status of the system. The research explores its implementation mechanism, maintenance system and recovery system. At the end. it examines test methods of ecological balance of government affairs information,and a indicator system is build up.
