The Study On The Group Events From The Path Dependence Perspective

The Group event is the word that always been over concerned and affects people sensitive nerve. In last few years,the events just like Wengan event and Shishou event that had large scale and destructive effects decreased gradually,and the events just like Leqing event and Wukancun event that had small and medium scale occurred frequently. In some extent, the group events is the regulator of the society,but if they occur frequently,they will disturb the order of society and will bring the waste of society,the threaten to the life and legal property of the citizens. Therefore, in order to avoid the negative effects of the group events, we should have a deep analysis of its motivation mechanism and make good suggestions to prevent its negative effects.The core idea that the paper based on is that the group events have a strong path dependence,and they will show a trend of a high incidence. If people select the group events to express their interest demands,then along the path to walk, Chinese administrative participation system will have the risk to be locked in the inefficient state and Chinese democratic political system will also have the same risk.That is what the writer just worry about.The main content of the paper is:After the analysis of typical group events,we find the group events are still have a high incidence.This trend is caused by motivation mechanism and coping mechanism which have strong characteristics of path dependence.The theory of path dependence used to analyse the two mechanisms includes:self reinforcement of institution,self adjustment of institution,historical importance,the effects of informal institution to institutional changes,limited economic person hypothesis which is the theoretical premise of the path dependence theory. According to the above theory,the author will divide the mechanism into the following five points:1.institutional inertia and negative function, rigid institutional structure which is often behind the development of economic and society is always present institutional malpractice;political actors turn the public value pursuit to the maximum personal interest.presenting the negative function of institution,spreading the corruption.2.Self adjustment of institution,this is the need of self enforcement and also arouse people’s democratic consciousness.3.The importance of the history,it means the event happened earlier will encourage the similar events which happened laterAThe psychological analysis,as a rational economic individual,under the game with government will choose the more profitable and effective action-group events,but not the formal channel of interest expression.5.Informal institution, just like the thought of "ruled by man",human relationship and other traditional rules still have influence the public can choose collective action to expand its influence, to catch the care of superior leaders in order to solve the problem quickly.The path dependence characteristics of the coping mechanism are mainly embodied in the consciousness and behavior strategy, including three aspects:1.The action’s strategy under the continued hostile thought.2.The action’s strategy under the stability concept.3.The action’s strategy under the absence of responsibility.Part of the government’s suppressing,compromise and the absence of responsibility are predisposing the group events.Two major mechanisms influence each other, both leading the group events to have strong characteristics of path dependence, which causes a few concerns about the path dependence of group incidents.We should exert our subjective initiative to prevent and cope the group events,at the same time to prevent the negative effects of path dependency in the two mechanisms.This article will propose the corresponding measures from five aspects:the concept and technology, institutional innovation, legal authority, social organizations and the public quality.Group events are just the tip of the iceberg of social contradiction, there is a long time to prevent and cope the group events,there is also need more collection of social resources, multibarrel falls together, multi-strategy simultaneously.
