With the development of the social economic, network links play an important role in the exchanges of information,make the users get the useful matters quickly,and get a way to browse and save the information helpful. With the expansion of network links,more and more disputes were created,cause some damage to the legal rights of the copy right owners.If we do nothing to it,it will cause bigger damage to the whole word’s culture.So,in my paper, we discuss the behavior patterns and legal regulation of network links, in order to get a longtime development of the social cultures.In the fist part,the participant concept, classification, advantages and disadvantages of the network links will be introduced. In the second part, I will analysis the components of the tort liability of the network links,plus the analysis of the tort liability imputation principle to network Hnks.Then,divide the tort liability of the network links into two parts:Direct infringement and Indirect infringement.Discussion the damage they bring to the rights of trademark, copyright,and so on.In this part,I will introduce the Safe Harbor Principle^the Red flag standard and the concept of Reasonably using.In the end,come up with the regulating suggestions of network link from three aspects of law、technology and the parties self-discipline and relief.In order to solve the problems in the social life,we make laws.Its development subject to the development of the social material conditions,this condition is more apparent in the society of the rapid development of the information today.Because the legal existence lag to maintain stability and authority of the law, the field of intellectual property right created new barriers. The most profound value lies in the network can be quick to promote the knowledge propagation and improve information exchange,In the normal range of operation rules have got the law, and most of the molecular technology social acceptance.But, as the network is continually expanding used in business, the adjustment of the law and regulation also are particularly important.In this thesis writing process, I widely refer to the domestic and overseas scholars and paper works about Internet search, network link problems and do a more in-depth research of the science of the basic theory of tort liability.
