The aging of population is not just the increment of thespecific gravity of the old population, but including the increment of the absolutequantity of the old population. The burden of the social endowment insurance isaggravated, the old dependency ratio is increased and the burden of society for thepension, the pension security, the medical security and the corresponding social andwelfare services is also aggravated on the basis of the problem of the aging ofpopulation.The problem concerns the domestic happiness, the national stability and the socialharmony. Developing a diversified system is the inevitable choice for the socialdevelopment for better solving the problem of growing old before it grows rich andconciliating the conflict of supply and demand of social welfare. An advanced pensionsecurity system should be built by fully combining the non-governmental organizationwith the private sector and the citizen individuals. The diversified system discussed inthis thesis is the important new object widely concerned by the society recently, whichis, on the whole, not popularly cognized by the current parties or researched by theacademic circles in detail. The government-formulated system with household life asthe foundation, with community as the dependency and with the organization as the supplement macroscopically summarizes the services, which is close to the wholearrangement of the pension system; the pension services expected by mass societyshould be the nursing care to old people and should relieve the difficulty that somefamilies cannot afford the nursing care cost to the old people. This thesis exploring thegovernment-led diversified system in city and country background relates to the aspectsfrom the development of the systematic construction in macroscopic level to thereinforcement of the professional construction in microcosmic level, to recognize theintrinsic characteristics of the diversified system, promote the development of theold-age care, and to further meet the increasing demands of the society.
