Nowadays, nontraditional security threats have become major factors that threaten China’s national security. Chinese Armed police Forces (C.A.P.F.), as a troop safeguarding China’s national security and social stability, is always facing the problem. On one hand, C.A.P.F.’s guard targets are quite likely become victims of those risks, on the other hand, C.A.P.F.’s missions, such as dealing with unpredictable events, anti-terrorism fight, relief and rescue in natural disasters, mostly belong to class of fighting against the nontraditional security threats. At the same time, the troop’s security management is also challenged. In addition, C.A.P.F.’s distribution is scattered widely, the troop itself also likely become the target of terrorism attack or often get involved in natural disasters. Therefore, how to handle nontraditional security threats, and avoid unnecessary casualty has become a vital target in related researches.Viewing this background, the author of the thesis has made an exploration in depth on how the C.A.P.F. deals with nontraditional security threats. By employing crisis management theory and public administrative management theory, this thesis put forth basic principles in dealing with nontraditional security threats, and key points and methods and countermeasures. All the new viewpoints, new definitions and new methods that put forward in the thesis come from related analysis models. As to the countermeasures, they are based on practices experiences case analysis. The thesis is divided into4parts.
