Promotion Of Government Ability Dealing With The Safety Accident

In recent years, public crisis happens frequently, how to effectively deal withpublic crisis has being the significant challenge to China’s government.This thesisdefines concepts such as crisis, public crisis, safety accident, the government crisismanagement firstly, then expounds the related theoretical basis. And then introduced theforeign advanced experience how the city government (USA, England, and Germany)dealing with the safety accident. Then take the Shanghai "11.15" fire example, thisthesis expounds the current situation and existing problems during the management ofpublic crisis, including: lack of crisis management consciousness, without strategicplanning system, inefficient information resource management, scattered crisismanagement mode, inadequate support such as finance and intellect. On this basis, thethesis try to find the reasons behind the analysis of these problems above from the angleof laws and regulations, the management mechanism, organization and resourcessupport. Finally, we put forward some countermeasures about how to improve thesafety accident management from three aspects: crisis prevention、defense andrecovering. We should strengthen the city safety accident defense system to improvecrisis foresight ability; Perfecting the safety accident control system to improve crisishandling ability; Construct safety accident after-care mechanism to improve the crisisrestores ability.
