College Student Village Official In The Role Of Villagers' Autonomy

The villagers’ autonomy is a great creation of China’s socialist democratic politics. It is the cornerstone of China’s democratization process. Constitution provides:The district of residence by the villagers to set up the villagers’ committee, villagers’ committee is a grass-roots mass self-organization. However, the villagers’ autonomy still exist some problems, such as the contradictory election, the village official corruption, lack of villagers participate in village affairs management procedures, the village committee powers of supervision and out of control, need to be resolved. Student Village is to the rural areas (including community) as the village party branch secretary, the duties of the village committee director, assistants or other village "two committees" with a final-year college education or previous university graduates."Student Village" implementation of the program, on the one hand, to solve the difficult problem of the Graduate Employment, on the other hand is of great significance to strengthen the construction of rural grassroots democracy.This article describes the concepts and the problems of China’s grass-roots level of villagers’ autonomy. China promulgated the Organic Law of Villagers’ Committees in November1998, and revised on October28,2010, which is to improve the villagers’ committee election of members and removal procedures, improve the system of villagers by the people of procedure to improve the democratic management of the countryside and democratic supervision system, improve the villagers’ autonomy system, the development of grassroots democracy in rural areas, playing an important role. But also there is a certain degree of problems in the electoral system, the villagers eligible to vote is difficult to determine, the villagers’ right to vote can not be well protected; the existing system and the villagers of village meetings on behalf of the conference system, there are some defects and deficiencies; the villagers mobility and seasonal Villagers’ Autonomy;"two committees" highlight the contradiction between the villagers’ committees and village Party branch. This paper also describes the formation and significance of the "Student Village" policy, the role of grass-roots villagers’ autonomy of the Student Village, problems, and finally proposed the improved method of selection, assessment, management.
