Study On Public Crisis Management Of Chinese People’s Armed Police Force

With the transition of economic and social system, and the change of globalclimate, social public crisis emerge in endlessly, which vary in nature, type, coverageand distress severity to some extent. Chinese People’s Armed Police Force (CAPF)takes the responsibility to keep security, provide disaster relief and deal withemergency, and it is an unshakable responsibility for CAPF to play the role of publiccrisis management.As to the topic, this essay focuses on several parts. First of all, it introduces thebackground, literature review and the research methods. Secondly, the basic theoriesof public crisis and public crisis management are elaborated from differentperspectives. Furthermore, the current situation of it is analyzed, through analyzingthe advantages; the part which CAPF should play is emphasized. Moreover, thedilemma which CAPF is facing now is elaborated through describing the internal andexternal difficulties such as incomplete system, unsound mechanism, insufficientprofessionals and backward weapons. Then the essay discusses the reasons of thedilemma. This is in order to point out a right direction for policy-making. Lastly,related suggestions are proposed to help resolve the dilemma of CAPF’s public crisismanagement, for instance, to improve the internal and external measures, in the meantime, to accelerate the establishment of coordination mechanisms to protect theinternal and external measures of effectiveness and consistency.
