With the globalization deepened ceaselessly, development of the economy interdependence, the traditional political and military factors has been not so important in current international relations. Hard power is no longer the most important parameter for friendliness and hostility among great powers, in reverse, in international politics, the tendency that the power center is transferring from hard power to soft power (such as culture) is apparent. Culture is increasingly becoming an unignorable factor in international relations. Different cultural backgrounds are often taken for important criterion in measuring friendliness or hostile and countries’foreign policies are also influenced by the native culture directly or indirectly.Different cultural concepts have different effects on different countries’political behavior. This article takes an example of comparative study on Chinese harmonious and cooperation concept and American conflict concept, to analysis the impacts of the two different concepts on the two counties’foreign policies, and further explores how Chinese response to the challenges of culture globalization. With the guidance of Chinese harmonious and cooperation concept,China has taken a path of peaceful development, realized this point can show that the east culture has no hegemony attempts but to seek a kind of fusion, a way to common development, it is also a way to avoid unnecessary conflicts and fears.
