International institutions exert influence upon states by internalization. However,how do international institutions realize internalization? And where can we perceivethe transformation? In the process of internalization, international institutions exertinfluence upon a specific state in the areas of cognition, agency-setting and legislation.First is cognition. International institution is gradually understood and valued bydomestic folks and elites, and gains widespread supportive speeches. Second isagency-setting. International institutions affect the bureaucratic and political systemsin related domestic areas, which ensure that the communication channel betweeninternational institution and internal institutions works well. The last is domesticlegislation. Domestically, states make laws or amend them to support theimplementation of international institutions. Among those three elements, cognition isthe precondition, and agency-setting plays the role of guarantee, while legislationreinforces the process. This essay selects the case of international anti-launderinginstitution’s internalization in China. In the process of FATF’s internalization in China,China has undergone transformations in cognition, agency-setting and legislation,from an apathy attitude to widely known and consent by government and citizens,from irregular agency-setting to the establishment of a all-rounded anti-launderinginformation center and coordination system, from vague definition of laundering tothe issue of “PRC Anti-Money Laundering Law” and three related amendments in“Criminal law”. According to the transformations on three levels, we come to theconclusion that international anti-laundering institution finished its internalization inChina.
