Research On The Diffusion And Internalization Of The International Tobacco Control In China

The tobacco problem not only global threat to human health, public governance environment, its cause is bring many negative effects to the development of all countries. Every year, the problem about global tobacco deaths of nearly 6 million people and caused billions of dollars in economic losses. In view of the serious threat to human health, tobacco production, tobacco control has become a public health problem in the world pay close attention to the. In order to reduce tobacco use and make contact with tobacco smoke dropped sharply, as far as possible to protect human against the dangers of tobacco, in the promotion of the World Health Organization, the tobacco control of the World Health Organization Framework Convention in 2003 promulgated, the global tobacco control has a normative role, then began its spread in the world within the scope of the road and internalization. Since 2006, the "Convention" entered into force in Chinese, has been ten years. Ten years, China in tobacco control in public places made great progress, but in the legislative level, China has not a national tobacco control legislation, at the same time control the smoking rate of the adults, the total population of the smoking and secondhand smoke exposure rate with scant success. Visible, the "Convention" in China’s internalization of the road is still long.International norms diffusion and internalization of the ultimate goal is to make it become a country of social norms, and the introduction of the internalization of social norms need to experience a lot of historical research and horizontal international comparison research, this paper will be formed in the comprehensive review of the Convention, diffusion and internalization of each stage based on, through existing international norms diffusion and internalization theory to analysis the internalization of the international norms of tobacco control in China, and from the discourse and practice two aspects of China’s tobacco control efforts made to evaluate the effect. Comparison and summary of the same period in the United States, Japan and Europe developed countries tobacco control experience, specific analysis of tobacco control international norms in China internalization of international and domestic factors, combined with the actual situation in China. Finally for tobacco control international norms in China diffusion and internalization of thinking, hope to provide a reference for the future of China’s tobacco control work.
