Analysis Of The Distribution Of Power In Public Policy Making

The Public Policy-making is the important part of Public Policy and plays great role in the Public Administration. In modern society, it needs more emphasis on democracy, seasonality and science of the Public Policy-making. As the Public Policy-making is dependent of the Pubic Power, how to divide and assemble the Pubic Power for effective restricting and supervising becomes the important theoretical and practical subject of the Public Policy.The knowledge of politics, management, economics, law and so on as well las the theory of system, information, power in organization, decision-making etc are the analysis tool of theory and comparison. The paper summarizes the Public Policy in general and analogizes the frame and the power of the Public Policy-making. On base of it, the paper brings forward the mode of dividing and assembling the powers of the Public Policy-making and illustrates materially the mode.The main conclusions show as follows: 1) The directors of the Public Policy-making is the department of the public power. 2)Dividing and assembling the power of the Public Policy-making should abide by the principle of democracy and societal dividing work and performing of it should abide by the principle of democracy, science, law. 3)Through dividing and assembling the power of the Public Policy-making Process and restricting the directors and objects of it are achieve of the purpose of restricting and supervising it.4) the mode of dividing and assembling the power of the Public Policy-making is made of the right of bringing forward the topic for discussion of the Public Policy, the right of filtrating the topic, the right of making the scheme of the Public Policy, the right of selecting the scheme, the right of controlling and the right of supervising in the Public Policy-making , which make up of an organism in the relation of supporting and restricting others.
