The research on Court cultural development originated from the basic program“build a socialist civilization with Chinese characteristics which is culturallyadvanced in the primary stage of socialism”, which was put forward at the15th PartyCongress of the Communist Party of China, and it is guided by the development ofsocialist culture.On the Working Conference of Court Cultural Development in July2010, Wang Shengjun, the president of the Supreme People’s Court, demanded thedevelopment of court culture. From then on, the courts around China developedvarious court cultures. Many courts, as the people’s court in Gongyi, Henan, havemade concerted efforts and brilliant achievements with their own characters on thedevelopment of Court culture.But according to “the Proposals of the Supreme Courton Further Strengthening Court Cultural Development”, the author analyzed thedevelopment of Court culture around China, and learned that many courts havenarrowly conceptualized the conception of the Cultural Development. They onlypromote the material development but neglect the cultural and ideologicaldevelopment. Meanwhile, the current performance appraisal system and courtperformance appraisal system are irrational and not perfect. This proves that currently,the direction and aim of the court cultural development in China are not fit in witheach other, and haven’t realized the enduring effect mechanism.This paper describesthe history of Chinese court culture, introduces the Cultural Connotations of thewestern courts, considers the trials as the root of the court work and the mediation asthe important accessorial means. The impetus point of Court Cultural Developmentshould be strengthening the cultural and ideological development in order to forge thespirit and work ethic of the judges. On the other hand, the courts should strengthen thedevelopment of the material culture, behavioral culture and system culture, be fair andhonest and serve the people, use the juridical central value to guide the developmentof the court culture.Judges should build more effective thoughts, use theories to directpractice and then examine them with practice, so they can bring more effectivecomments and proposals to the development of the court culture.
