Research On The Improvement Of The Public Relation Processing Ability Of The Grass-root People’s Court In China

Among the four levels of people’s court in our country, the grass-root people’s court bears the main task of the trial, dealing with the most contradictions and disputes, facing the most extensive public, constructing the most basic public relations. The public relation processing ability is concerned with the foundation of good image of the court, the establishment of judicial credibility and the promotion of the cause of the rule of law. During the transition period, the grass-root people’s court deals with more cases, more complex contradictions and disputes. It has more profound impact on the value of multiple and more frequent public opinion crisis, which can be described as a serious public relations situation. The processing of public relations of the grass-root people’s court is unsatisfactory, highlighting the shortage of the ability to deal with public relations, therefore, enhancing the public relation processing ability of the grass-root people’s court is an urgent need for the promotion of the cause of the rule of law.This thesis combines the basic theory of public relations and the characteristics of the work of the grass-root people’s court, analyzing the concept connotation and the basic characteristics of public relations of courts and the grass-root people’s court, defining the processing ability as public relations cognitive ability, information collecting and refining ability, communication ability and crisis management ability, putting forward that the cognitive ability is primary, information collecting and refining ability is the basis, communication ability is the key and public crisis management ability is the security.This thesis summarizes the present situation of the public relation processing ability of the grass-root people’s court, analyzes the deficiency and the reasons from the aspects of idea, system, mechanism and transmission rules. It points out that the traditional way of propaganda of the grass-root people’s court is not compatible with the concept of modern public relations and characteristics of new media times opinion, and hasn’t established a scientific system of the public relations system and relevant mechanism and doesn’t have an accurate grasp of the rule of transmission.In the end, it points out that to enhance the processing ability of the grass-root people’s court, the concept of modern public relations should be built and strengthened, a scientific system of the public relations system and relevant mechanism should be established and enhanced, public relations agencies and personnel allocation should be strengthened, judicial publicity should be promoted, and the management of public relations crisis should also be strengthened.
