After the Third Plenary Session of the 18 th CPC Central Committee,the judicial reform has been entered a new period.New attempts are managed in the classification of inside staff of the court and reforms are carried out in the system of specified number of personnel,the judge has a new definition.The judge plays an important role in judicial reform and construction of a country ruled by law as a defender of social fairness and justice,so as a maintainer of legal authority.It is significant to improve judicial efficiency by fostering a team of judge with high quality and efficiency,as well as strengthening the team building.Judges evaluation is the key of judicial reform and is the performance examination of justice.At present,the judge evaluation of our country is administration-oriented,which lacks the emphasis on judges' characteristics.Therefore,this paper researches on the judge evaluation.This paper employs relevant theories of the political science,law and management science to construct an analytical framework as a solution to the complexity of the judge evaluation.After observing and analyzing the disadvantages and reasons of the current status of the evaluation of judges in the grass-root court,this paper argues that the emphases of judge evaluation should be changed.The evaluation system should concentrate on the judges' law theory standard,adjudicative ability and associate the evaluation results with the career development of judges.Learning from the performance management theory and system theory of public administration,we design the KPI index of judges evaluation by the method of key evaluation index,which conforms to judicial rules.A combination of qualitative analysis and quantitative analysis has been employed in the construction of evaluation index system to reflect the qualities of judges from different posts comprehensively and truly.This paper proposes an evaluation system of judges of the basic court after an empirical study in a court in Changchun.This design conforms to the characteristics of trial and implementation which makes a comprehensive investigation on the quantity and quality of judges' work,and their political quality and judicial morality.It also provides a useful reference for making a scientific evaluation of the judge in the grass-root court.This paper consists of six parts.The first part introduces the background and the purpose and significance of the research,analyzes the research status at home and abroad,and then makes a comment on the research ideas and methods.The second part expounds the evaluation of judges theoretically,which defines relevant concepts and introduces related theories of evaluation of judges' from grass-root courts.The third part conducts a carding about the change and development course of evaluation of judges,and presents the current situation of basic courts in China.The forth part points out the problems existing in the evaluating system of judges from grass-root courts and analyses the reasons.The fifth part is the most important part of the article,taking the judicial practice court as an example,discusses the evaluating system from different aspects,such as evaluation index,evaluation process and the application of evaluation results.It designs an evaluation framework for the court in Changchun.The sixth part brings out constructive suggestions to improve the evaluation system of judges' of grass-root courts in our country.
