Analysis On The Construction Of The Emergency Linkage Mechanism For Regional City Group

Regional city group has played an important role in promoting economic and social development of our country. Regional public safety is a solid foundation for regional city group’s sustainable development. However, on the one hand, public emergencies easily break through the geographical boundaries and come into regional crisis. On the other hand, fragmentation of regional emergency management has led to limited emergency response capability. Regional city group has common requirement to build a coordinated and collaborative emergency linkage mechanism which can respond to public emergencies.The Pearl River Delta city group has typical natural, economic and social features which make each city government have enormous pressure to handle public emergencies. Various objective realities force governments of the Pearl River Delta city group according to the pioneering spirit of "scientific development, early and pilot implementation" to explore emergency linkage in the process of actively preventing and properly responding to emergencies. However, there are realistic predicaments during the process of exploring emergency linkage for the Pearl River Delta city group:there is an urgent need to build emergency linkage organization structure:there is an urgent need to improve emergency linkage operation mechanism; there is an urgent need to strengthen emergency linkage incentive and constraint; there is an urgent need to improve emergency linkage laws and regulations; there is an urgent need to integrate emergency linkage multi-subject.In order to resolve above-mentioned predicaments, this paper proposes some thinking to promote the construction of the emergency linkage mechanism:To build emergency linkage organization structure by building emergency linkage centre and integrating emergency linkage organization system; To improve operation mechanism by improving emergency information linkage mechanism, improving emergency resources sharing mechanism and establishing emergency mutual rescue process; To establish incentive and constraint mechanism; To improve emergency linkage laws and regulations; To integrate emergency linkage governance network by building power allocation mechanism for governance network and building trust mechanism between multi-subject.
