The Research On Environmental Regulatory Problems Of The Pearl River Delta City Group In The Perspective Of Seamless Government Theory

Since the Reformation and Opening, the industrialization and urbanization of the Pearl River Delta City Group (PRD) has made remarkable achievements, while the environmental pollution became increasingly prominent. What’s more, the environment problems appear frequently and complexly at present, especially the cross-border pollution and composite pollution. The disputes caused by the Inter-city environment pollution, such as air pollution and water pollution are increasing. The PRD faces the environmental problems of a large urban agglomeration rather than a town or a city. Therefore, it is extremely urge to strengthen the environmental monitoring in PRD city group. It has made a lot of achievements in environmental monitoring over PRD city group, but there are still some negative elements weaken the effect, for example the old ideas, traditional administrative system and management mode. Administrative division, department segmentation, functional separation and doing things in its own way are the problems existing in the environmental monitoring. All those situations are conflicted with the inherent law of development of environmental problems in urban agglomeration. The result is inefficient in environment regulatory of urban agglomeration.Based on the fact, the essay introduces the background, the significance and the relevant research in domestic and foreign countries and then defines the key concepts by the methods of document analysis and integrated research in multidisciplinary and perspectives. At the very beginning, this essay tells the theoretical basis and the evolution of environmental regulation in PRD city group to sums up the problems in environmental regulation of PRD city group and explores the causes of those problems—self-centered caused by the concept deviation of one city government, plight of border supervision and urban agglomeration of the environmental monitoring. And then, basing on the Seamless government theory, the essay puts forward some countermeasures to improve the environmental monitoring over PRD city group from three aspects:urban agglomeration’s government theory, rebuilding the supervision system of urban agglomeration and the security of environment monitoring.
