Land is essential for living, social and economic development for human beings.A series of problems which we human society are confronted with now are highlyrelated to the usage of land, such as increasing population, resource shortage, andenvironmental pollution. And farmland is one of the most important part of land,because it closely related to human life. In the people and farmland system, people arethe core element, and the activities people have done to farmland determine how thesystem of cultivated land usage gets affected and how it goes in the future. China hasa large population but with shortage of cultivated land, this imbalance will getaggravated in the following years, since the population keeps growing and the demandof construction sites is increasing, which leads to the decrease of farmland areas.Therefore, an efficient and feasible way of solving this problem is to set up an internaltransference market which leads the land to transfer in a scientific, reasonable, andlegal way. This is not only theoretically meaningful, but also can be put into practice.This thesis proposes several targeted measurements aiming to evaluate theperformance of internal transference market in Zhanjiang, Guangdong Provincethrough establishing the performance evaluation index system of internal transferencemarket of farmland. This is the development of the research of internal transferencemarket, and also it provides a reference for stimulating the development of internaltransference market in Zhanjiang.The study of performance issue was originated from laboratory measurement inthe effect of human cognitive processing, in terms of industrial psychology. SinceDouglass North introduced the concept and approach of institutionally economicevaluation, performance study has widely applied in a blend of academic fields, suchas organizational behavior, industrial economy, industrial management, landmanagement and etc. The study, which focused on the problems existing in currentfarmland internal circulation market, integrated the approach of performance assessment into the assessment of regional farmland utilization, and thuspresenting a detailed elaboration on the theoretic foundation and methodologicalsystem of farmland internal circulation market, as well as the theories and methodsadopted by performance assessment approach, through the guidance from relevanttheoretic knowledge and the outcomes of previous studies; the study also clarifiedthe concepts of performance, farmland utilization performance and farmlandutilization performance assessment, respectively; and established a theoretic system ofperformance assessment for regional farmland utilization, which included theperspectives of performance assessment, assessing criteria and assessing indexsystem; the study also suggested the methods and established a model for farmlandutilization performance assessment; aiming at examining the theoretic effectiveness offarmland utilization performance assessment, an empirical study targeting GuangdongProvince was conducted; moreover, the study also analyzed the role of regionalfarmland utilization variation on farmland utilization performance, suggested aregulatory system, as well as macro-control strategies for farmland utilizationperformance. The main conclusions of this study were:1. From the preliminary exploration on theoretic foundation and methodologicalsystem of current farmland internal circulation market, a conclusion could be draftedthat current separation of ownership and usage right for collective land in our countryrepresented a normal modality of land circulation; farmland circulation, whichintrinsically was the transfer of land rights among various stakeholders, considered asone type of land circulation. Both the assessment index system and the marketgrowth assessment model that established in this study were proofed to possessscientificity, practicality and systematicness to a large extent, and to play an importantrole in exploiting rational and effective performance assessment theories and methodsfor farmland internal circulation market, in modulating current farmland internalcirculation market, as well as in increasing farmland utilization efficiency.2. The result of market performance assessment showed that with respect tofarmland internal circulation market in Guangdong, Pearl River Delta region is theprovincial leader, of which the various indices were obviously more optimal than theother three regions. From the result of assessment, farmland economic performancein Zhanjiang had the most dramatic increase. The performance index in2006reached1, which was17times higher than that in2001. The ecological performance data ofZhanjiang city from2001to2006featured a "U" shape variation; and performance offarmland internal circulation market in Zhanjiang showed significant improvement, the performance index increased from0.319in2001to0.755in2006, with arelatively moderate mean of0.373. However, the market performance increased from0.15in2003to0.40in2005, and reached0.75in2006, reflecting a strong momentumof development.3. Through the analysis on driven factors of farmland internal circulationperformance, as well as the establishment of regulatory system of the market, thefollowing strategies were drafted: the governmental policy support should bereinforced, to facilitate a harmonious development in the region, and to improvemarket management mechanism, to modulate trading behavior in the market. Thefarmers’ benefits should be practically protected, to construct an ideal environment forland circulation; at the same time, marketization of farmland circulation inGuangdong should be sped up, and operation procedures of farmland circulationshould be standardized.
