Forty years ago,China carried out epoch-making reform and opening up.With the rapid development of economy and the rapid development of urbanization,the functions and structures of cities became more and more complex.According to the data of the National Bureau of Statistics,the urbanization rate in China exceeded 58% in 2017,and is expected to exceed 60% in 2020.At the same time,the people’s demand and expectation for urban environment are also increasing,the contradiction between interests and needs is increasingly prominent,and urban management has increasingly become a difficult and painful point in China’s development,restricting economic and social development.In 1996,in order to solve the contradiction between the rapid development of urbanization and the lag of urban management,China established a relatively centralized administrative law enforcement system to exercise the power of administrative punishment.After many years,Wenzhou started the pilot work of relatively centralized execution of administrative penalties,effectively solving the problems of repeated law enforcement,multiple law enforcement and inefficiency.However,in practice,the urban environment is becoming more and more complex.Although the government takes comprehensive measures from the perspectives of management mode,administration according to law and the construction of a government ruled by law,there are still some inadaptable places in urban management,which are far from the expectations of the people.Therefore,in order to further improve the level of urban management and urban quality,it is necessary to upgrade the comprehensive administrative law enforcement of urban management to a level that is compatible with the economy and society.After consulting a large number of documents and materials,this paper makes an analysis of the comprehensive administration of urban management at home and abroad,especially after the implementation of the comprehensive administrative law enforcement reform in China.Taking Wenzhou City,Zhejiang Province,where the work is located,as an example,this paper makes an analysis of the current situation of urban management in China.This paper points out that in recent years,Wenzhou city management and law enforcement work has been steadily promoted,the comprehensive administrative law enforcement system reform has been carried out in an orderly manner,and efforts have been made to build an intensive and intelligent urban management platform to promote fine urban management.However,there are still some deficiencies in the comprehensive administrative law enforcement of urban management,such as the unreasonable system,the lagging pace of team building and the lack of social identity.The main reasons for these shortcomings are imperfect legislation,unreasonable institutional settings,poor coordination of operational departments,the quality of law enforcement subjects to be improved,and lack of positive publicity in public opinion.Based on the analysis of the problems,this paper makes a thorough analysis of the reasons,and tries to improve the comprehensive administrative law enforcement from the following two aspects.Firstly,we should strengthen top-level design,improve the policy system from top to bottom in terms of law application and law enforcement system;secondly,we should adapt measures to local conditions and combine Wenzhou’s local reality to establish correct urban management concept,define the scope of law enforcement by law enforcement agencies,explore new law enforcement methods,and create shared and intensive wisdom.The urban management system and the participation of the whole people are the key points to explore effective measures for Wenzhou.
