Me Mine Environmental Governance Of Government Environmental Responsibility

The mineral resource occupies an important position in the national economic and social development. Today, in the construction of "resource conservation and environment friendly society", the mineral resource undoubtedly makes very important strategic position in our country. However, the mining industry has the high pollution and high cost, once mining it will inevitably lead to pollution. Undoubtedly, it is the mining enterprises that who caused the mine environment pollution. In the process of mine environment management, the imperfection of the government could be an important aspect. It not only reflects the failure of making improper, but the slack of government environmental regulations, and also embodies the defects of government regulation mechanisms. Therefore, it is time we take effective measures to change the mine environment pollution. Firstly, new mine environment management concept must be introduced to the mine law and the mechanism of government regulation in the mine environment management should be reinforced. Secondly, the authorities should have to clear the relevant mine environment legislations in the environment responsibility of the government legislation. Thirdly, the mine environment in the management of a "government leading" of the market regulation mechanism and the mechanism of mine environment administrative must be established.This paper consists of four sections:The first part is a summary of the theory of the mine environment in the treatment of the environment responsibility of government. And this part both introduces the meaning and content of the environment responsibility of the government and the details and sources of the theory of environment responsibility of government.The second part is of the problems and analyzes of the realization of the government’s environmental responsibility in the treatment of the government’s environmental responsibility in Chinese mine environment. The author lists the problems and the reasons of the realization of the government’s environmental responsibility in the treatment.The third part is of the legislative suggestions to perfect the mine environment in the treatment of the environment responsibility of government. In the first place, the author proposes to perfect the law from two aspects, which is legislation and idea. And to move forward, new concept and new idea should be draw into and established. In the second place, the author commences that we can take examples by the experiences of foreign countries such as America and Russia on the field of government environmental responsibility legislation and practice in mine environment management. And on the basis, the author advises contents of legislative suggestions in the environment responsibility of government. And the fourth part is of the establishment and complete of the mechanism which is found to perfect the realization of the government’s environmental responsibility. Basing on the summary of the above question and the reason, the last part of the passage try to pertinently put forward the realization mechanism of the establishment and complete of the mechanism of mine environment government environmental responsibility.
