Along with the economic development, more and more attentions have been paid to the ecological and environmental problems. The awareness of environmental protection has been gradually enhanced. As a result, there are many activities on environment protection, even including group events. A comprehensive analysis of the“Shifang event” can help people understand and analyze the actions the government takes facing such event as well as find out the improper measures taken by the government so as to provide some references on dealing with such case more appropriately.Given such context, this paper summarizes the development process and barriers of the government's responses to the environmental group events. Meanwhile, some problems incurred from the government's response and its trend are discussed. The paper also analyses its background, development process,the government's measures taken in dealing with the event and its negative effects incurred from the event. Based on the case study, this paper investigates key factors impacting how the government dealt with the event. The key factors are listed as early-warning, decision analysis and information disclosure respectively.As for early-warning, this paper summarizes the standards and methods for effective early-warning prior to group events. By analyzing what the local government has done , it is found out the reason for the lack of early warning for this event is that Shifang government overlooks its risk, ignores the demands of the masses and not timely leads the public opinion in dealing with “7.2” Molybdenum Mine environmental group event.As for decision making, firstly this paper summarizes the standards and methods for scientific decision making in dealing with environmental group event. Then the insightful researches are conducted on how the public decisions are made in dealing with this event. The reason for wrong decision making is uncovered that the government only takes economic interests into consideration during the decision making without public participation and support. And the event dealing is done hastily, simply and crudely which causes the improper decision making. With regard to information disclosure, firstly, this paper summarizes the standards and methods for the government's information disclosure in dealing with environmental group event. Then how the government's information disclosure was conducted in this case is analyzed.Finally it points out that the reason for generating failure of information disclosure is that the government does not take the responsibility of communicating official information timely and appropriately which makes the public opinion get out of control.By analyzing the above stated key factors respectively, this paper explores the way how the Shifang government triggers some negative effects in dealing with "7.2"Molybdenum Mine environmental group event. And it also provides some applicable references to other local government departments in different areas in dealing with similar environmental group event in the future.
