Research Of Environmental Group Events And Cooperative Governance Mechanism In Liaoning Province

With the development of economy and society,the issue of environment has become the important source that leads to many social contradictions and conflicts and has attracted more and more attention.At present,group conflicts caused by environmental issue in the provinces and cities keep occurring and become the typical case of mass disturbance.Hence,this paper takes environmental group event and its governance mechanism as the theme,deeply studies and analyzes the reason and its influence of environmental group event in Liaoning Province.On this basis it proposes related solutions and governance mechanism.Environmental group event refers to the group behavior caused by environmental issues that the public and environmental organization participates in through non-normal means so as to struggle for their own environmental rights.This paper explores the source that leads to environmental group event in Liaoning from the following perspectives:loss of ecological environmental reason of the government,emergency of governance means,collective sense of deprivation of the damaged public,weakness of development of environmental protection organization and negative environmental protection will of enterprises etc.On this basis,it also analyzes the environmental responsibility of the government,the envirornmental participation of the public and the environmental behavior of the enterprise in terms of the key participation subjects--the government,the public and the enterprise in the environmental group event in Liaoning.Government,as the dominant governance subject,should actively undertake its environmental responsibility,fully exert its important role,set up the environmental good governance idea in the governance process,keep perfecting the governmental environment responsibility system and strengthen the environment ability construction of the government.The important measures that guarantee environmental participation of the public include completion of environmental expression mechanism of the public,perfection of related laws and regulations,exertion of the role of environmental protection organization and environmental participation and information share of the public.For enterprises,to improve their social sense of responsibility,conduct enterprise environment report system and strengthen the environmental protection awareness of staffs can effectively improve the environmental behavior of enterprises.Based on analysis of main participation subject,it constructs the cooperative governance mechanism lead by the government and participated by multi-party from the perspective of cooperative governance.Within this structure of this mechanism,it focuses on the practice orientation of the government subjects and illustrates from the perspective of strengthening the cooperative governance idea,boosting cooperation of governance subjects and strengthening system construction and information operation platform construction.Related laws and regulations of environmental cooperative governance,environmental decision mechanism and ability of environmental administrative staffs should be used to guarantee the smooth operation of envirornmental cooperative governance mechanism.Construction of environmental cooperative governance mechanism is of certain positive significance to governance of environmental group event in Liaoning.
