Feasibility Analysis Of Construction Of Public Cultural Service System In Rural Village

With the deepening of reform and opening-up, the comprehensive capacity and social conditions of the new countryside are highlighting day and day. Because of the increasing input from the government, rural areas have got more better basic facilities and new development of economic and society. Farmers get increasing steady income.Seeing from the rural area’s development of society and civilization, we can see the farmers’public requirements which include their culture requirements are becoming obviously and the main groups of the public culture are expanding with the increasing living standard of the farmers。 But there are still sharp contradictions between the majority basic cultural needs of the farmers and the insufficient capacity of public cultural services, the demands of public culture and the unbalanced development of the city and rural areas in culture construction and development concepts. Comparing to the culture construction in urban city, the rural areas have many troubles in culture funding shortage, lack of culture team talents, asymmetric culture demand and supply and few public culture resources which constrain the farmers’rights of enjoying the culture achievements and achieving culture rights. The Fifth Plenum of the17th CPC Central Committee attached importance to cultural development, in particular, to strengthen cultural development in rural areas, to promote development and prosperity of rural culture to the rural grass-roots, focus on central and western regions, to establish the basic public cultural service system to benefit all the people. This requires that the focus of our culture inclined to the village level, building a balance of urban and rural public cultural service system.The Fifth Plenum of the17th CPC Central Committee attached importance to cultural development, in particular, to strengthen cultural development in rural areas, to promote development and prosperity of rural culture to the rural grass-roots, focus on central and western regions, to estebilish the basic public cultural service system to benefit all the people. This requires that the focus of our culture inclined to the village level, building a balance of urban and rural public cultural service system.This article takes learning the current status of cultural construction in rural areas as a starting point, through the analysis of rural culture of the outstanding problems and the reasons behind cultural development, based on the research of tese cultural communities in rural areas of Chengdu and surveys of cultural needs of farmers, collecting and receiving primary data, analyzing of the feasibility of moving the focus of public cultural services under the village level to t to explore a new way of building the rural public cultural service system.According to the text, it consists of the following components:The first part discusses the research background, significance, methods and framework.The second part describes the basic contents of the construction of public cultural service system in rural areas. The system of public cultural service in rural areas is very complex, this part coveres models of public cultural services mature in many foreign countries and domestic research, from the ideological and moral of the farmers, rural basic education, public cultural infrastructure and personnel, policies and regulations, the input of funds proposed the construction to present rural public cultural service system of the basic elements.New rural construction needs new farmers, and the establish of village level public cultural service system is an important carrier of change from traditional farmers to new farmers.The third part proposes the importance and necessity of the establishment and improvement of rural public cultural service system, from objective requirements of the new countryside construction, the inherent requirement of training new farmers and the realization of cultural rights of farmers.The fourth chapter based on the results of rural cultural construction and existing problems of development, analyzing the leading reasons for the difficulties of rural cultural construction and proposing some problemsof ultural construction that the current village-level encounter. Although there are some difficulties in the cultural development of the current village, the successful experience of the rural culture of the village compound can offer some thoughts reference to us, such as battle flag village rural culture compound, Kangzhuang new rural community culture, leisure and culture, agricultural village of peasant music and so on.The fifth chapter is the core of this article. Based on the surveys of cultural needs, through questionnaire survey cultural needs of the battle flag village farmers, surveying the current major cultural entertainment of farmers, cultural activities, village organizations, the main form of popular culture and entertainment projects of farmers, the current cultural life satisfaction and participation in cultural activities, the purpose, several aspects of this culture to understand the current needs of farmers, to analyze the need of village-level public cultural service system; Focus on successful practices of Kangzhuang community cultural development, starting from the community and cultural infrastructure, qualified personnel, the basic situation of cultural resources and support mechanisms, coming to experience the rural village culture inspiration, analyzing and answering the feasibility of advancing the rural public culture service system to the village level, so as to put forward the follow-up suggestions.The sixth chapter based on the analysis of the first article cultural needs and cultural development model, proposing the establishment of village-level framework for public cultural service system, from the support mechanisms from the public culture, public culture supply mechanism, the working mechanism of the three aspects of public culture, this is the key problem to be solved.
