Study On The Rural Public Cultural Service Supply In View Of Farmers’ Demand-oriented

To improve China’s soft power become the debating focuses in the sessions of the NPC and CPPCC called in March2014. And the construction of rural public culture and strengthening the rural public cultural service supply that is the key to enhance China’s cultural soft power. Especially with the acceleration of urban and rural integration process and the development of rural economy, the improvement of the rural public cultural service supply has become increasingly urgent. In this background, It obviously has important practical significance and theoretical significance to research the problem of rural public cultural service supply.This paper combine the quantitative analysis method and qualitative analysis one and take the public goods theory as the thinking tool and county J Hubei province as the case in view of farmers’demand-oriented, researching the problems of rural public cultural service supply systematic and deeply. Then it puts forward some innovative academic ideas and targeted policies.In addition to the full text of introduction and conclusion, there are three main parts of the full text:The first main part of this paper is mainly related to the definition of the related theories concepts about the rural public cultural service. After explaining the concept and content of rural public culture, this part focuses on expounding the concept and the theoretical foundation of rural public cultural service supply. It supposed that the rural supply of public cultural service refers to the rural public cultural service provider letting the user to enjoy the service; The four theoretical foundation of studying the rural public cultural service supply are:the public product theory, the theory of public consumption, the supply theory of and demand balance and the theory of new public service.The second main part reviews the supply condition of rural public service-taking county J Hubei province as the object. Firstly, this part learns the rural public cultural service facilities construction situation and demand conditions in county J by means of on-the-spot investigation, interview and questionnaire survey. Then, it displays six major problems of the rural public cultural service supply in county J in the form of data, namely the poor public cultural infrastructure, the structural imbalance of supply content and farmers’demand, the lagging of public cultural network infrastructure construction, the impeding expressing channel of public cultural demand of residents, the sole public culture supply way and the low participating degree of decision-making and performance evaluation of public cultural services of residents. Finally, it analyzes the causes of the problems in six aspects. Aspect one:the shortage of government financial input to the rural public cultural service facilities and the absence of functions; Aspect two:the poor expression of farmers’ demand for rural public cultural service; Aspect three:the low overall education level of rural residents and the weak electronic construction consciousness; Aspect four:the ineffectiveness of rural autonomy organization; Aspect five:the incorrect change of government function and the less social forces to participate in; Aspect six:the lack of farmer democratic values and the missing of public cultural decision-making and performance evaluation mechanism of farmer participating.The third main part probes the countermeasures about improving and strengthening the rural public cultural service supply. Aiming at the above problems and causes of last part, it constructs the "four-in-one" countermeasures to improve and strengthen the rural public cultural service supply:(1) establishing the idea of demand-oriented supply;(2) intensifying the building of network infrastructure;(3)diversifying the supply way;(4) the implementation of supply performance evaluation system with farmers participate.Innovation of this paper mainly manifests in four aspects:first, the innovation research angle of view. First, the achievements of the domestic academic circles at present based on the farmers’ demand oriented rural public cultural service supply problems by searching the network literature is relatively rare. Therefore, research angle of view of this paper is innovative to certain extent. Second, the innovation of analysis method. Taking county J as the case, the information and data obtained by questionnaire and interview survey as the foundation, this paper studies the rural public cultural service supply issues by mainly using the method of statistical analysis and econometric analysis, which is also relatively rare in domestic academic circle. Third, the innovation of academic point of view. This paper considers that there six main problems in the supply of rural public cultural service with the careful analysis, supply "supply content and farmers demand structural imbalances" and so on six big problem, which has a certain novelty. Forth, the innovation of countermeasures and suggestions. This paper puts forward the "four-in-one" countermeasures of "implementation of the supply performance evaluation system of farmer participating aiming at the above problems to improve and strengthen the rural public cultural service supply, which is not only innovative, but also has great policy advisory value.
