But three kinds of illegal behaviors, which include fake contribution, falsely declaring the capital of register and withdrawal of contribution are becoming more and more popular in the process of our economic development. Meanwhile it turns a key problem when the government supervises the enterprise, especially supervises the private companies. The essence of the company system is "Property clear "and" The capital of reality", which is the key problem of corporate ownership.Even more, it becomes the foundation of the company enjoying civil rights and assuming civil liability. And the above three kinds of illegal behaviors have destroyed the principles of faith and fair of the economy of market. Disturbed the social and economic order, and became an obstacle of social and economic health and sustainable development. Also affected the investment environment,and the quality of economic development and social stability of China.As a many years of work experience officer of State Administration for Industry and Commerce of the People’s Republic of China, the writer points out the innovation of this thesis is that it focus on the topic, approaching the "theory with practice" and combined with various types of market players and the existence of economic law violations in recent years in Chengdu, using a unique " Industry and commerce regulators" keen vision and professional insight as a starting point for research, meanwhile the integrated use knowledge of law, social management, knowledge and practical experience.
