Grassroots Governments In The Pearl River Delta Management System Reform Of Local Governance Perspective

After mid-1980s, the local governance theory has gradually become an international phenomenon that covered Euro-American nations and the developing countries .The background of the rise of local governance was that nations were impacted by economic globalization, the social appearance and national power changed greatly, so government organizations had to choose a new development way. The local governance theories in west are mainly including the power-dependence in central -local relations, regime theory and regulation theory. In our country, along with the adjustment between local government, reform of the local government and development of grass-roots democracy, numerous scholars specialized in sociology; politics and public administration pay great attention to local system, basic regime and non-governmental organizations. They have obtained some important results. The results such as the dependent theories foundation, decentralization, local government reorganization and civic involvement, all have important apocalypse function to the textual research.The special environment in the Pearl River Delta Area affects the basic-level management system. During the period of the late of Qing Dynasty to the Republic of China, the basic-level government management system in the Pearl River Delta Area was characterized by "involution" and had obvious drawback and caused significant influence on the future development and reform of the administrative system in the rural area. After the foundation of the new country, the administrative system in the Pearl River Delta like other rural in our country carried out the system of people's commune, took the governing pattern with the characteristic of administrative management and all-round restrict control, and lost the developing characteristic of its own region. After the opening-up, with the change of internal and external conditions, the Pearl River Delta diused the system of people's commune. The village governing pattern and the system of villages' self-government came into its embryonic form with the characteristics of government guiding,mobilization, economy controls. In late 1980s, most rural areas in the Pearl River Delta adopted the system of administrative management region. The unbalance between political development and economic development appeared more important. The villge committee system in the nature of villagers' self-government was carried out continuously in fewer rural areas like Shenzhen and Guangzhou. Since late 1998, the system of villages' self-government has been carried out all over the rural area in the Pearl River Delta. There was an essential and historic change in the rural management system.In order to make this research even have the substantial evidence meaning, I selected Chang-an town of Dongguan city as an example, investigated that town at manage concrete way of doing and special features of the system reform, summarized Chang-an's basic experience in managing the system reform, inquiry into the existent problem and shortages. The emphasis was to introduce the related background and concrete method about the work of " change villagers' committees to residents' committee".In the Pearl River Delta Area, the reform of basic-level government management system should be carried out on administration, political structure, defining working talent and the prospect of good governance in the whole Guangdong Province. About administration, it is necessary to cancel the government of towns, change towns to sub-districts as the cities (areas) people governments' sending organizations and corresponds change the villagers' committees to residents' committees. About political structure, we should cancel people representation and establish connection team of people representation. And it is need to strengthen the supervision of city (area) people representation. About the relation between party and government, we should pursue "party and government combine as one leading department". The function of sub-districts should place on developing middle organization, building the new community system and operation mechanism. Guangdong is divided into the Pearl River Delta Area, the East and West districts and the Mountains. Their economic development speed is unbalance, so the reform of the basic-level government managementsystem in three districts should be carried out in according to their own actuality and adopt the aggressive and steady measures, try to arouse the development of the local society economy, thus push the whole coordination of Guangdong development.
