Have safe consumption environment and the real protection of thelegitimate rights and interests of consumers, is the wish of everyconsumer, it is an important responsibility for consumer protectionorganizations in China. However, with the development of social andeconomic life, the consumption level and consumption structure hasshrunk, the operators and sellers of the lack of social responsibility andmoral landslide, there are a lot of consumer goods safety and quality risks,resulting in consumer issues highlighted. The consumption of frequentincidents, consumers suffered serious personal and property losses,resulting in great social impact. These problems to the rights of theconsumer protection organizations to bring many new situations and newproblems, and thus worthy of consumer protection organizations toexplore countermeasures.Consumer protection organization is a product of the commodityeconomy, powered by a consumer rights awakening of consciousness,accompanied by the rise of the consumer movement gradually developed.Under our current rate of safeguarding consumers and the development ofmarket economy and consumer concerns, aspirations have a significantgap between the objective reality of the expression. The Consumers’Association alone single-rights forces can not effectively safeguard thelegitimate interests of consumers, only to consumer protection organizations as a large and complex "system" institutions into theconsumer rights and interests of the executive protection agency in theareas of consumer protection organizations to considerations, upcominggovernment and the Consumers’ Association of two different channels atthe same time into perspective, we can compensate for the currentproblem of insufficient consumer protection efforts.Through comprehensive analysis of consumer protectionorganizations in China, combined with the empirical analysis of China’surban and rural consumer rights. Found that China’s consumer protectionorganizations in the legislation there is a single organizational system, thelack of the set of rigid legal responsibility, the lack of effective to resolveconsumer disputes way, the gap between urban and rural consumer rights,consumer administrative protection of the lack of unified managementinstitutions. And Consumers’ Association of the lack of social supervisionfunction and independence, Consumer rights and interests of theexecutive protection agency responsible for monitoring absence andignored the plight of the prior relief.Therefore, the improvement in consumer protection organization canlearn from other countries (regions) relevant experience in thedevelopment of consumer protection organizations to the country giventhe powers and duties of the administrative protection agencies of theConsumers’ Association and the interests of consumers as a practical basis. Proposed diversified and specialized consumer organization systemof official protection for self-protection by the interests of consumers andconsumer rights; improve the relevant legislation of consumer protectionorganizations, an additional liability of China’s Consumers’ Association,and improve consumer relief program, suggested the formation of aspecial exercise of the agency to protect the interests of consumers;integrate the functionality of the Consumers’ Association is to strengthenthe independence of the Consumers’ Association, and improve theoversight function of the Consumer s’ Association of social norms "one ofthe two stations’ network development model; optimization consumerrights and interests of the executive protection agency, to strengthen theinstitutional supervision of administrative protection of the interests ofconsumers, improve the efficiency of prior relief from stepping up lawenforcement to proceed.
