The Study On Index System Of Local Government Performance Evaluation Of Restricted Zone

In order to solve developing of society of our country economy regional disparity,industry lopsided, serious environmental pollution, resource utilization efficiency andother issues, the state according to different regional resources and environmentcarrying capacity, existing development strength and development potential, researchpublished" a national plan for development priority zones", land space is divided intooptimizing the development, key development, restriction and prohibitiondevelopment four kinds of main function region." A national plan for developmentpriority zones" to promote the formation of reasonable population, economy, resource,environment pattern, accelerate transformation of the mode of economic development,to promote stable and rapid economic development and maintain social harmony andstability, build comprehensive and comparatively well-off society and implementationmodernization long-term goal, have far-reaching strategic significance. Based on thedifferent main body function of the local government performance evaluation to guidelocal governments to seriously fulfill their duties in the main function in the planning,to promote and accelerate the main functional layout formation has important guidingrole. This article focuses on the limited development area as the research object, tolimit the development of district local government performance evaluation is studied.The thesis consists of four parts:The first part: introduces the research background, research value and thedomestic and foreign research of local government performance assessment of thesituation, and the research method and the heavy difficulty.The second part: discusses the main function zones planning background,connotation, the goal and the significance, introduced the main function regioncategory and its function orientation and development key, based on the differentmain function region difference of assessment target, value and significance.The third part: elaborated the restricted zone of the local governmentperformance evaluation index system construction of the theoretical foundation,principles and index system design mentality, on China’s first local governmentperformance evaluation index system are reviewed in this paper, briefly introduced the construction of China’s local government performance evaluation index systemresearch, drawing on many scholars research results basic, basic index, proprietaryindex two is constructed to assess the restricted zone of local governmentperformance evaluation index system.The fourth part: a careful analysis of the current implementation of limiteddevelopment area, especially the key ecological function areas of local governmentperformance evaluation is facing predicament, put forward to develop the restrictedzone of the local government performance evaluation countermeasures andsuggestions.
