Hospital Restricted Areas(HRAs)mainly include the Window Area(inside),the Storeroom,the Facility Supporting Area,Administrative Area,Ward,Medical Research Area.The areas above are the core areas of the hospital and disastrous consequences can occur once valuable,dangerous goods within the areas are damaged or stolen.These consequences can not only harm the security of the hospital's property,but also the general operation of the hospital,resulting in extremely harsh impact on the society.In order to ensure the safe operation of the hospital and the stability of the society,there is an urgent need to improve the effectiveness of the Security and Protection System(SPS)in HRAs and also establish scientific evaluation system and regulations of the SPS effectiveness.Therefore,this project focuses on the evaluation methods of the HRA-SPS based on theoretical analyses and practical research.Firstly,this study defines the object scope,identifies the areas protected by the HRA-SPS,characterizes HRA-SPS according to various features and analyzes the security threats.Secondly,this study analyzes the structure and function of the system and essential functions the system needs,based on three typical HRAs selected according to different threat features with the theoretical directions of the effectiveness evaluation.With field investigations,related regulations and industry standards of the government,this study also divides HRA-SPS effectiveness into static and dynamic effectiveness and analyzes based on extensive consultations with related experts.Eventually,according to the principles of the indicator system establishment,this study establishes a HRA-SPS effectiveness evaluation system comprising 2 level-1 indicators,6 level-2 indicators and 29 level-3 indicators with indicators and evaluation standard interpreted.Thirdly,this study determines the initial weight of each indicator using qualitative and quantitative AHP methods,and modifies the initial weight to obtain overall weight using the DEMATEL method.Also,this study generates a subordinating degree function for each indicator according to the Fuzzy Comprehensive Evaluation Theory and established the effectiveness evaluation model.The fuzzy comprehensive evaluation theory is used to analyze the membership function of each index,The establishment of performance evaluation model.Finally,this study develops a visualized evaluation tool using VB.NET language in the Microsoft Visual Studio 2012 environment with the evaluation results analyzed.
