Research On Policies And Legal Issues In Adjustment Of Tianjin Industrial Structure

Optimizing and upgrading the adjustment of industrial structure plays a vital rolein economic growth so that each country and city treats it as an important approach toeconomic growth. Tianjin, as one of the major municipalities directly under theCentral Government, has always attached great importance to the adjustment ofindustrial structure and thus it has also developed well. However, since the industrialstructure development of Tianjin is still in the primary stage, many problems haveemerged in the meantime.This thesis will study related problems about adjustment of Tianjin industrialstructure from the legal perspective. By introducing existing policies and regulationsin Tianjin, this thesis analyzes defects existing in legal practice and legal systemduring current process of adjustment of Tianjin’s industrial structure. Throughlearning from the related laws, regulations, and policies of developed countries whichhave rich experience in adjustment of industrial structure, and exploring theexperience of key industries in this aspect, this thesis not only makes an analysis ofbeneficial experience of Beijing and Shanghai but also puts forward suggestions andcountermeasures for policies and laws of adjustment of Tianjin’s industrial structure.The main content lies in that suggestions of policies and laws are provided forfuture development of second and tertiary industry in Tianjin, and solutions are givenfor perfecting current problems. For instance, to intensify fiscal and tax policy effortsand positively support and guide pillar industry and low carbon industry; to improvelegal environment of Producer Services and make sure to implement existed policiesand regulations; to strengthen support of policies and regulations for creativeindustries, especially provide development platform, and to offer guide and support topolicies and regulations in order to make industries with Tianjin characteristicswell-known national brands.
