| The economic competition basically lies on the competition of the developing level ot industry, so for a state, the whole economic competitive capacity depends on the position of Us mam industries in the international arena. The thesis aims to offer some advice which may he helpful in enhancing the competitive capacity of Chinese industry by the way of systematically analyzing the theory of the optimization of the industrial structure as well as the issues including innovating the traditional technology, capital market, traditional industry and industnal policies. Some policies have been suggested on the basis of the relative positive analysis.The thesis initially analyzes the relative concepts and theories on the optimization of industnal structure. Chapter 1 illustrates the definition and content of the optimization of industnal structure, analyzes its preconditions and the mode of evolution as well as the influences from the supply and demand, foreign trade, economic system and economic developing strategies. Besides, it also studies the dialectic relation between optimization and rationalization of the industrial structure by comparison.Chapter 2 discusses the standard in choosing domain industnes, the evolution mode and the process of replacement in optimizing the industrial structure, analyzes the maladjustment of the theory of the comparative advantage in China, as well as studies some relative theories of the international industrial competition by reviewing the research which has been made on the optimization of industrial structure and the economic growth theones posed by domestic and foreign scholars.Based on the theoretical analysis in the above two chapters, specific issues on industrial structure optimization are focused from Chapter 3 to Chapter 8. Chapter 3 dissertates the content and new development of the innovation theory, with the reference to the latest foreign theoretical research about the relations between the technology innovation and economic growth: analyzes the relation between the technology innovation and the industrial structure change, the influence on the industrial structure induced by technology innovation, and the inner mechanism of the industrial structure level decided by technology level matrix. Then the principles and index have been established for the system of estimating the technology innovation capacity in China. Thus. some suggestions on the policies of promoting Chinese innovation capacity are offered.Chapter 4 introduces the definition and character of the high-tech industry as well as the relevant concepts of the high-tech and the traditional industry; analyzes the content and the essence as well as three modes of the renovation to the traditional industry through high technology; establishes the evaluate index system of effect and influence; makes the conclusionand analyze the experience and character of the renovation to the traditional industry through high-tech industry from those developed countries. Accordingly, the suggestions on the policies of renovating China's traditional industry through high technology are put forward.By introducing the definition and the general conditions of the high-tech industrialization, Chapters analyzes the relationship between high-tech industrialization and the optimization of the industrial structure; sets up the index system of evaluating international competitive capacity to the high technology industrialization from four aspects of the state, industries, enterprises and products as well as disassembles the index to the four aspects of the competition including capacity, potential, environment and situation.
