A Study On The Cooperations Of Local Governments In The Process Of Construction Of Development Priority Zones

The construction of development priority zones is an important part ofthe sustainable development strategy in China. It also reflects the goal ofresource integration and benefit increase. According to the differences ofbearing capacity of resources, environment and potential developing capacity,the partition of development priority zones and the administrative districts isdifferent. This kind of partition makes the relationships of inter localgovernments in different development priority zones and inter localgovernments in different administrative districts more complicated. Therefore,whether the governments can deal with these complicated relationships welland achieve the goal of cooperation will directly decide the construction ofdevelopment priority zones and the implement of the sustainabledevelopment strategy.On the basis of the frame of development priority zones and the theoryof local government relationships and from the administrative function angle,this thesis has made a study on the issues of local governmental cooperationand coordinated development of regions in the process of constructing thedevelopment priority zones, aiming at providing solutions to correct the deviation of governmental idea and act in the process of constructing thedevelopment priority zones, and to solve the problems coordinateddevelopment of regions is facing with. Now, in the background ofconstructing the development priority zones, local governmental cooperationhas been effected by the intensive idea of partition of the administrativedistricts, imbalance of the regional development and the deficiency of thecooperative mechanism, each local government should realize the importanceof scientific and reasonable cooperation, actively build the mechanism ofcommunication and coordination and mechanism of coordination for benefits,perfect the mechanism of performance assessment, reform the mechanism ofecology compensation, broaden the fields of cooperation, and enhance thecooperation of decision, economy, ecology, social management and publicservice.This thesis has adopted methods of document analysis, combination oflogical and factual analysis, and comparative analysis to have a study on thecooperation of local governments in the process of constructing thedevelopment priority zones. The thesis enriches the theories of coordinateddevelopment of regions, intergovernmental relationships and the theories ofconstruction of service-oriented government and governmental ecological management. In the aspect of practice, the study has a good effect on theconstruction of service-oriented government and the change of governmentalfunctions. Ultimately, the governments could draw up the policies and makemeasures to bridge the gap of regional development and boost thecoordinated development of regions.
