As with the acceleration of the process of the human being’s development, it goeswith the heavier damage to the nature. It can be recognized that the natural environment ofmodern society is being severer and severer from the suddenly happen disasters such asthe lfood, snow storm, earthquake and so on in recent years. These disasters come soabrupt and unexpected that once it happened, it’s not only to bring about huge threatens tothe ’worlds people’s lives, but also to cause infinite loss to the economy property of thesociety. Therefore, studies about the transportation of emergency suppliers from thereserve places to the suffering places, the real-time monitoring of the route condition, thechoosing of the best route and others about the choosing and dispatching of the emergencysuppliers, vehicles, staff etc after disasters, will be paid close attention to by the wholesocieties.This thesis takes the multi-depots selection as the main line, mainly directed at thesudden earthquake, considering the uncertainty of route condition after the disasters, basedon the forecasting of random probability, studied the connectivity reliability on a certaindegree, in order to accomplish the emergency rescue in the minimum time, the most safetystate and the most effective condition. Firstly, it makes a summarize of the currentsituation at home and abroad about the emergency logistics and Multi-depots selection,analyzed the problems ignored in it, and introduced the models and arithmetic of singletarget, multiple targets and two-stage target; Secondly, after making sure the researchtarget of uncertain road net condition, using the Monte Carlo simulation to simulate theroad net condition after the disasters, and taking it as the constraint condition ofMulti-depots selection in consideration of the whole reliability of the road structure;Thirdly, modeling the multi-depots selection based on the road net connected reliabilityand the robust, considering the cases with and without constraint time, analyzed themethod how to solve them. Finally, testifying the answer with the computational example.
