The U.s. Counterterrorism Words After The "9 · 11" To Build And Use

The article starts from the reflection of the breakout of Iraq war. Try to answer how the effect of "war on terror" discourse influencing in international mechanisms and reconstructing some countries image by the international community in the last decade. According to a new way of applying discourse analysis to the discourse of "war on terror" worldwide established by America after "9·11" terrorism attack, and explaining how certain discourse influence the international practice by transmission of the discourse and meaning of fixation; furthermore, as part of the war on terror, whether Iraq war is also influenced by international discourse to makes differences from old perception and judgment between countries is proposed in this article.In order to figure out the questions of this research, the content analysis has been used as the main research methods. This method is suitable for deconstruction and analysis, the particular operation is coding the selected "txt" file by using code paper, and also through qualitative judgments based on classification of speech act and emotional expression. On the basis, use Content Mining System to analyze the meaning of the text to represent the relationship in the society integrating the advantages of both quantitative and qualitative analysis to minimize the errors and subjective effect by author.On the basis of analysis discourse of war on terror established by Bush’s government in domestic and international level after "9·11", the discourse of war on terror has been hegemonic discourse in last decade, and also it has been accepted by audience through international transmission, as a result, the meaning of anti-terrorism established by America been curing in the international practice, then affect the path of cognition and resolution of Iraq issue by international mechanism.Thus, the hegemonic discourse drives the American people and international community to have an immobilized understanding about building the relationship between Iraq and terrorism, it was considered as an excuse of launching a war though in a lack of sufficient evidence. The significance of this article is emphasized the effect of discourse in international politics, put forward international community should advocated correct guiding hegemonic discourse to constrain countries behavior, to reduce the incidence of war and maintain the permanent world peace.
