China has entered the rushhour of emergencies, and emergencies become a growing concern about the emergingissues from the SARS in2003, bird flu in2004, the southern snow and ice storms in2008until the5.12Wenchuan Earthquake, let alone gas explosion in the coal mine,which mean the total amount of security incidents remains high, and all kinds of situationsuggest that unexpected events in the larger context over a long period of time remains athreat to citizens’ lives, health, and property safety, which effects national developmentand stability.
