The United States,as the world’s first superpower, re-constructs relations with othercountries after adjusting its country’s foreign policy in the purpose of national interests.After Obama administration coming into power, it actively adopted policies and took amore positive attitude to Asia which are different from that of the Bush administrationperiod, which reveals that U.S. global strategic focus has shifted from Europe to Asia.The Obama administration is eager to change the downturn in domestic economybecause of the impacts of GFC. In today’s world, Asia is the most dynamic region and theregional economy directly affects the ability of U.S. to quickly get rid of the negativeimpact of financial crisis. In Asia, the United States has important trading partners suchas China, Japan, Korea and the ASEAN Economic. At the same time, China and Japanare holding U.S. Treasury bonds, therefore, the Obama administration expect to promotefurther cooperation in trading with China, Japan, Korea and ASEAN so as to develop theeconomy of the United States as soon as possible and get rid of the troubles of thefinancial crisis.The Obama administration first presents the concept of "smart power" diplomacy,which stands for "carrot and stick". Neither using hard power alone, nor overstating theuse of soft power, had it combined both cleverly, to achieve the purpose of diplomacythrough various means and acquire even larger national interests. Obama’s "smart power"foreign concept is firstly used in the Asian region in order to achieve the strategicobjectives of the United States.The adjustment of the Obama administration’s Asia strategy reveals another mainpurpose that is preventing the rise of some countries mainly against China in Asia fromaffecting its dominant position in the Asian region. China’s economic is developingrapidly in recent years and its influence in the Asian region has been increased year byyear. So, the reason for "return to Asia" of the United States is to prevent the rise ofChina’s increasing influence in the region, which thus affects the "dominant" position ofthe United States in the region. Wholly observing Obama’s strategy in East Asia, therelations with China are seemed as the top priority. For one thing, the strategic promotionof Sino-US relations has a positive effect in promoting the development of the Asianregion; for another thing, it makes Asia security more complicated. Therefore,investigating Obama administration’s East Asia policy has an important realisticreference values for the future responding to these new changes of China’s diplomacy.This study is mainly divided into the following aspects:First, using the case analysis method to cite many new changes in the US-Japanalliance, the US-ROK alliance, the United States-ASEAN relations and Sino-USrelations,and the new policies of the United States in treating the DPRK nuclear issue,which details the specific content and form of the Obama administration strategicadjustment in the Asian region.Second, combine the means of historical analysis with the new realism analysismethod to analysis the evolution of the previous U.S. government policy in East Asia in order to find the essence of Obama’s Asia strategy adjustment. The form of U.S.diplomacy is subject to change by raising the concept of "smart power", however, itsconsistent nature (In order to maximize their national interests) has not changed. Allthese have arrived at the reason of the Asian strategic adjustment of the Obamaadministration.Third, to use the dialectical materialism analytical method, objectively analyze thepositive and negative impacts of the Obama administration’s East Asia policies to thesituation of East Asia. And by taking the method of analyzing both political andeconomic, we come to the conclusion that the States preferentially take their owneconomic interests into consideration during making politics decision. It is the Economicinterests that influence the political decision.Fourth, based on the results of the above analysis, as well as taking the actual roleplayed by China in the Obama’s East Asia policy into consideration, correctly assess thestatus and role of the United States in East Asia, and the stance and countermeasureswhich should be taken by Chinese government under the new situation have beenadvisorily proposed.
