In the21st century, the whole world is undertaking continuous development,transformation and innovation, driven by the economic globalization and politicalintegration. For the world, it brings in not only unprecedented opportunities fordevelopment, but also challenges facing all countries.After President Obama has taken the office, the U.S. government proposed itsnew diplomatic strategy——Smart Power, with East Asia the main focus area. Underthe framework formed by Smart Power strategy, U.S. put great emphasis on itspower in East Asia. In Southeast and Northeast Asia, U.S. pays great effort todevelop its relations, aiming to achieve the off-shore balance. The ultimate goal is tomaintain the existing international order and its hegemony.Acting as a major power in East Asia and the world, China is listed as asignificant country as well. The U.S. government exerts both soft power and hardpower towards China. On the one hand, U.S. tries to take advantage of China torecover from the financial crisis by requesting China to be more responsible for theworld. On the other hand, U.S. is afraid of the rapid develop of China. Thus, U.S.causes some conflicts to harm the core interest of China from time to time. Duringthese years, surrounding nations take various actions to gain priority to develop theresources, supported by the ambiguous attitude of U.S. The long undecisive disputein South China Sea has worsened. Meanwhile, realizing the strategic value of SouthChina Sea, U.S. tries to balance strengths of different parties by the use of smartpower, so as to disturb the rocketing development of China. Under the circumstance,China has to take two steps. One step is to make adjustment to the diplomaticstrategy. Both searching for partnership and making full use of internationalinstitutions are suitable choice. The other step is to fasten its own development,which lays solid foundation for the voice of China.This article is based on the fact of U.S. practice of smart power in East Asia.Through analyzing the current situation of Chinese diplomacy in South China Sea, the author tries to search for solutions and recommendations for the promotion ofChinese diplomatic strategy.
