As a special support for the well-being of the military officers who will be transferred to civilian work, the settlement system is to maintain the military officers’ living standards and support smooth exchange of their occupation after they leave the armed forces. Therefore the settlement system is an important part of our state cadre personnel affair, which assures the alteration of the military officers regularly and smoothly. The settlement system is much related to the benefits of every one who will be transferred to civilian work. It is the first-class matter of the defense national buildup, which is also good to the social stabilization and the military construction. However, with the establishment of socialist market economy system and the improvement of national personnel system reform, the traditional settlement mode has become out-dated day by day, which restricts the supply of the troops in need for the military revolution,and also affects the national economic construction and coordinated development of national defense construction. To solve these problems, the only way is to reform. In2001, the State Council and the Central Military Commission jointly promulgated the " Provisional Measures on settlement of demobilized military cadres ", which implements the combination of government arrangement with the independence of choosing their career by the demobilized cadre themselves. At present, the policy of demobilized cadre of choosing their career by themselves has been carried out for more than ten years. In order to perfect this policy and ensure the coordinated development of national economic and national defense construction, it is necessary to evaluate the effect of the policy and find the existing problems, as well as put forward corresponding countermeasures. This article takes the demobilized cadre of choosing their career by themselves in Nanjing and the demobilized cadre administration agency as the objects of study. After a series of questionnaire, interviews, the writer finds some existing problems and finally proposes appropriate countermeasures.This article can be divided into four parts. The first part is to introduce the background of policy of demobilized cadre with choosing their career by themselves, research status at home and abroad, research ideas, methods, as well as the significance and innovation. The second part is to describe the process and main content of policy of demobilized cadre with choosing their career by themselves. The third part is to introduce the retired military officers’settlement policy in USA, Russian, Australia, and Japan, which we can learn from. The last part is the suggestions to perfect the policy of demobilized cadre of choosing their career by themselves.
